Wheel clamping threat may not be enforceable By Georgia O’Connor-Harding WHEEL CLAMPING signs put up outside a new cafe in Lincoln, may be unenforceable. The Black Door Bar and Eatery on the site of the old Tea House has posted warnings it could clamp or tow vehicles not being used by customers parked outside of its Robert St premises. But this appears to be in breach of the original resource consent issued for the building in 2010. The district council said yesterday an investigation was under way into why the clamping signs had been put up. The signs cover 12 parallel parks outside Black Door and adjacent Lincoln Village Preschool and Nursery. District council environmen-
tal service manager Tim Harris told the Selwyn Times the cafe cannot impose its own parking restrictions on the Robert St parks, and cannot enforce clamping or towing. Non-cafe customers could use the car parks, he said. The parking spaces are on road reserve, and are owned by the district council, he said. Mr Harris said the agreement allows the cafe to paint markings on the parking spaces indicating cafe use. “However signage on the fence in front of these spaces is not allowed, as this is private property,” he said. But the cafe’s owner Anita Alder said she has a different viewpoint to the district council to the signs. •Turn to page 5

THERE’S BEEN raised eyebrows in Lincoln over the clamping signs in Robert St. The owner of the soon-to-beopened Black Door cafe has put them up outside her business to ward off non-customers’ vehicles. I can see why she is worried – parking in Lincoln around Robert and Gerald Sts is quickly becoming an issue as the township grows. That’ll be complicated even further when off-street parking is lost for the planned cycle ways in Gerald St. But clamping and towing? Is that Selwyn? The issue is: Can the Black Door cafe put the signs up? The district council says no; the owners say yes, and that is being discussed by the parties. On another note, we reveal the number and breeds of dangerous dogs in the district. Let’s be careful out there. – Barry Clarke

Schools’ multi-million dollar boost BULGING SCHOOL rolls in Lincoln and Prebbleton may be eased with a multi-million dollar Government injection. Lincoln Primary School will receive about $3 million for six new classrooms and Prebbleton School will get about $2 million for four new classrooms. The funding Kim was part of an Alexander announcement yesterday in which schools across Canterbury will benefit from $5.5 million to be invested in expanding the capacity of schools. The announcement was made during a visit to Prebbleton School by Associate Minister of Education Tim Macindoe. Lincoln Primary School principal Vivienne Butcher said it means this time next year, all of its pupils will be able to learn on its main campus. At the moment, the school has a junior campus for year 0 to 3 pupils and its main campus is for year 3 to 8 pupils. In Brief NO ARRESTS MADE Police inquiries are ongoing into the mysterious disappearance of a set of distinctive gates at a Tai Tapu furniture shop. SELWYN WATER SEMINAR The first of seven seminars hosted by the Selwyn Waihora Zone Committee is set to begin on June 22. The seminars, at Lincoln University, aim to reduce tensions between Environment Canterbury and residents over how water issues in the Selwyn Waihora catchment are managed. The seminars will be held fortnightly and will cover various topics, including water quality, Te Waihora/Lake Ellesmere, Central Plains Water and farming limits. Each seminar will be repeated twice (noon to 12.50pm and 7.30-9pm) at the D6 Landscape Building. News It’s a dog’s world in Selwyn Not all As the population grows in Selwyn so too are the number of dogs in the district. Georgia O’Connor Harding reports TITUS HAS been part of Leeston resident Penny Dadson-Clausen’s family since he arrived as a pup nearly 10 years ago. A majestic looking boy he was named Titus after the Roman emperor who ruled between 7981AD Titus is part of a growing canine population in Selwyn – there’s 13,034 registered dogs in the district now, up from 10,628 in 2012. It mirrors the growing human population. Farmlands Real Estate agent Mrs Dadson-Clausen, a real estate agent with Farmlands, said Selwyn was a great place to have a dog. The roadsides were safe to walk dogs and places to take them swimming. Titus, 10, was a typical Labrador – laid back. His favourite place is the Rakaia Lagoon. Mrs Dadson-Clausen likes it because of its clean, deep water
allowing Titus to “go nuts.” Mrs Dadson-Clausen is looking forward to the new 1.8ha dog park planned to be up and running in Leeston by spring after often taking Titus to the Foster Park dog exercise area in Rolleston. “He gets really carried away and bossy when we go to the park – in
a good way, he tells everybody they must come play with him right now,” she said. The new park, to be located between the A&P Showgrounds and land leased to the Ellesmere Heritage Park, will include dog exercise equipment and a small pond.
NOT ALL dogs in Selwyn are friendly. There are 77 which are classed as menacing, latest data reveals. There are another seven dogs which are regarded as being dangerous. The information was released in an Environmental Services Statistics Report by the district council. The dangerous dogs are a glen of imaal terrier cross, staffordshire bull terrier, labrador retriever-huntaway cross, mastiff cross, german wirehaired pointer, jack russell cross and bull mastiff. District council senior animal control officer Steve Clarke said the whereabouts of where dogs are located is protected under the Dog Control Act 1996 and could not be released. He said the district’s increasing population is the reason for more dogs living in the area. District council data shows Selwyn’s total human population had increased from 44,595 in 2012 to 58,859 this year. With it, the number of registered dogs in Selwyn had grown from 10,628 to 13,034.

Ms Alder said there had previously been signage at the site regarding parking when the Tea House operated, but it had since gone. However, she told the Selwyn Times she did not know what was on the signage. Ms Alder said the only guideline in the resource consent was for the business to actively contain and possess the usage of the parks. The original resource consent stated the 12 angle car parks located along the road frontage be retained for use by the business. In the original consent the district council agreed the former parallel parking spaces would be converted to 12 angle-parking spaces made available for use by the cafe. Ms Alder said it was about being transparent about what the car parks are there for and if the district council can’t enforce them, then they are in breach of the resource consent. She said if her customers were unable to park in the area for a certain length of time because of unauthorised vehicles it was understandable to have the cars

towed or clamped. “At some point the district council needs to start infringement on time limits because if you want business to invest in the community they need to be able to have customers to access their buildings,” she said.

Mr Clarke said the most common complaints animal control attended were to animals found roaming in need of being collected. Other complaints were incidents where dogs had been involved in rushing towards a person or another animal and when a dog bite occurs. Under the Dog Control Act 1996, menacing dogs are classified by specific breeds or deeds while dangerous dogs are classified by a deed they have done such as biting a person. Dogs classified as menacing are required to be muzzled except when confined in a vehicle or cage. Dangerous dogs are required to be kept in a securely fenced

Ratepayers to pay for fence
By Georgia O’ConnorHarding A CONTROVERSIAL ratepayerfunded fence at Flock Hill Station has been given the go-ahead. The Selwyn Waihora Zone Committee has reconfirmed its decision to allocate $26,571 of its Immediate Steps Biodiversity Funding to section off a part of Cave Stream and 35ha wetlands at the station. The zone initially approved allocating $44,236 to the project in March but has since reviewed its decision. It comes Allen Lim after an application by Flock Hill’s leaseholder Flock Hill Holdings, owned by Jim Foster and Vince Saunders of Los Angeles-based Coast Range New Zealand, was made. It proposed fencing off Cave Stream as a way of mitigating the associated loss of biodiversity on the terraces. The landowners will contribute $22,000 towards the project. A final decision on the funding was held off at the zone’s

May meeting after concerns more research needed to be done on the project. About five zone committee members travelled to Cave Stream last month to visit the site. The funding has since been reduced by $17,665 after the Flock Hill Station owners decided it wanted funding only for stage one and two of the project and not stage three. A ECan report said a revised farm plan deemed contribution stage three as not viable longterm. Zone committee chairman Allen Lim said stage three was the
most controversial and costly part of the project covering the Cave Stream terraces. At the meeting, a verbal vote on the funding was made by each of the zone committee members. No objections were made. Mr Lim said the zone was comfortable with the project protecting rare species and would have most likely approved all stages. Selwyn Times reported in April the project was recommended by ECan’s own ecologist Dr Phillip Grove that it was not funded. Forest & Bird conservation

Lincoln High evacuated By Julia Evans LINCOLN HIGH School was evacuated yesterday morning after reports of a student making a “threatening remark” against the school. Police attended after being notified by the school that a student had reported a “concerning conversation” with another student. The school sent out a text alert to parents about an “incident at school” at 9.54am. It said the school was “dealing with an incident” and students had been evacuated to the field as a precaution. Parents were not required to come and pick up their students. The police spoke to the parties involved and the incident was resolved. Police said they take any reports of this nature seriously and thanked staff and students for their patience.

Tell me about your cafe? We have been running it for about nine months now. Our theme is wholesome foods. Just real food and no preservatives. We do a lot of our baking on site. We are well-known for our scones and muffins which are baked fresh every day. What is your top dish? The pea and halloumi fritters. I spend quite a bit of time mucking around and making all kinds of different food. Had you done a lot of hospitality before your decided to set up this cafe? I did a lot when I was younger. I have always been into cooking and hospitality. I was away working in the skiing industry for quite a long time. That was fun but it is nice to do something for yourself and be creative. What made you think setting up in the Darfield community would make such a successful cafe? It is a cool community.
biggest achievement apart from this being my first business. And trying to rebuild a business as well because there was a cafe already here. Why is wholesome food so important to you? I have Crohn’s disease. It makes me eat really healthy food or I end up quite sick. The disease is an inflammation of the bowel and basically you have ulcers through your digestive system and you can get pretty sick from it. I find eating good food makes a big change for you. If you are eating things with a lot of preservatives or junk in them they are irritating your tummy. Research has showed there is a massive increase of people with Crohn’s disease in Canterbury. I just want to provide people with eating options to eat even if it is gluten free or dairy free. It is nice to have fresh food. It is nice for people with food allergies that can go out and eat somewhere because it can be pretty hard.
Everybody knows each other and support from your locals is the key really. I love food so it is a passion of mine to be able to do that. The building the cafe is based in is an old one and has a nice homely feel about it. Do you get a lot of travellers through? I would say it is mainly locals but during the week we have rushes of tourists and then through the weekend there a lot of people from Christchurch out travelling or Sunday driving. Our busiest day since we started was on a Saturday with 500 sales. When did you first become interested in food? I used to do a lot of baking with my nana as a child and that is probably where it started off. My nana’s baking is pretty funny because she never measures anything. She pours it in a bowl. Somehow it worked for her but the girls at the cafe give me grief because I never measure much. Just chuck it. I also did baking
when I went to Darfield High School. I remember representing school at a cooking competition

Lydia’s busy Darfield cafe
Where did the name The Fat Beagle Cafe come from? We thought it would be a name everyone would remember. We used to just call it the little cafe on the corner. I wanted to do something everyone remembers. The name comes from our little beagle Norman. People love it when Norman is at the cafe. We are always asked if there is a fat beagle. Our dog is well-fed. What makes Norman so special? He is a bit of a character. He is a bit of a snob. People want to pat and cuddle him because he is quite cute but he is just not really that interested unless you have got food. He is extremely naughty. A real rat bag. He is keen on taking food out of the pantry. Opening bags of rice, flour and sugar around the house. He has done the same with rubbish tins – pulled everything out. Licked all the paper and rubbish. No way is he allowed in the kitchen at the cafe. But your cafe is definitely a place for dogs? We have a courtyard out the back where they are allowed to run around. One of the girls here even makes dog treats. She makes bone-shaped treats and gives them out to people who brings

dogs here. We are more than happy to have dogs here-there is a bowl of water for them. It is nice if you are out walking your
dog and you have a cup of coffee. You are definitely a dog person over anything else?
We have a cat too but Norman is pretty special. Do you have any other Norman highlights to share? He is quite good at disappearing. He digs out, climbs fences or goes and visits other people then appears back a couple of days later which is quite stressful. He loves hunting and sniffing for
rabbits. I remember once we left him inside and he had got into a big pack of toilet paper and just shredded it. It was like it had snowed. Then he just makes out nothing has happened – like he has just been in bed the whole time sleeping. He is eight now but you can’t train beagles – they live in their own world. What are you interests outside of your job? I play netball and I have been skiing since I was 13. Tell me about your skiing career? I worked overseas in America teaching snowboarding over there. I was at Canyons Resort, Utah, United States. It was awesome. Something that always benefits you when you go overseas is being a Kiwi. People are always really friendly towards Kiwis because we have a reputation for being hard-working and friendly. They say they cannot afford to pay, so they don’t have a holiday in New Zealand. They have paid for air fares, vehicles and food so they need to budget for a payment for the facilities as well. Living near Coes Ford we see the numbers which have now put off families like ours going to enjoy the area. Steve Young responds to Selwyn Times’ article on parking issues at The Famous Sheffield Pie Shop The parking around the pie shop is, as your photograph partly shows, ill-defined, which is the fault of both the property owner and the road controlling authorities. The shop’s off-street parking needs to be better defined, especially out front. The berms you refer to don’t belong to the neighbours; they are part of the road
reserve, and as such it’s the district council’s job to maintain them. Although, obviously, most people, including me, mow the grass berms outside our properties. Widen the seal on Duke St (and preferably put in kerbing and footpaths as well), paint parking spaces, signpost the shop’s back car park, and problem solved. Widening the seal on the north side of State Highway 73, with a bit of kerbing to define the road edge as well, would also be a good move. Things get done in Springfield Springfield Township Committee secretary Sean Ellis writes about developments going on in the area Mention township and most people switch off, thinking of a room full of people talking all night, going around in circles and nothing getting decided, but not in Springfield. We are very aware we are the link between our community and the district council and go to great lengths to keep both parties in the loop. Using the Springfield Facebook page, it has been great for putting out information and asking for suggestions on the direction the township will move. We also have a good working relationship with our domain board and hall committee sharing plan ideas and working together. Having Malvern Community Board deputy chairman Kerry Pauling attend all meetings bridges the gap between township and district council and get answers to questions in a matter of days instead of months. The committee is made up from all walks of life, builders, farmers, teachers, mums, business owners and a shepherd. We
meet the first Tuesday of every month. We encourage members of the public to come along if they have an issue or a proposal. We only ask that they get in touch with a member of the committee at least a week before the meeting, this isn’t to put people off, more that we can have the answers ready for you when you turn up. Within the past two years we have worked hard to keep moving forward to make are small town a little better. We have reduced the speed limit of the town from 70km/h to 50km/h and installed a speed limit flashing light. We have built a state-of-the-art set of public toilets and improved the parking area to give access to coaches. We removed six old man pines that were making a family life hell having to live in permanent frosts during the winter months and cleared an area of weed-
infested land, stone-picked it sowed it with grass and replanted it with trees and now it’s called the Tramway Reserve. Several oregon pines that were crowding out many of the oak trees in the area have been removed. A 700m walking/cycle track along Tramway Rd was installed recently. We have several ongoing projects. A walkway to link up the township with the domain camping ground. This will run from Rewi Alley memorial, along the top of the old railway embankment across a new culvert and down to run parallel with the State Highway 73 on land donated by the Faulkner family. All going well this should be completed by the end of August, weather permitting. Also in the early stages is a plan to turn the old town pit into a nature trail being planted out with natives. Finally, a bus stop for the kids at far end of the township on a small plot of land owned by Jo Frecker who has agreed to have the bus stop put up there. This isn’t the end of our plans we are just pausing for breath and completing projects before adding to the list. The committee past and present do work hard to keep a little bit of heaven.

Ditch causing concern near Sheffield railway line By Georgia O’Connor-Harding CALLS FOR a chain fence to be constructed alongside the railway line in Sheffield to stop motorists reversing into a ditch appears to be getting no traction. There is a concern motorists could back into a trench located between a car park and railway line running through Sheffield. The issue was raised at the Sheffield-Waddington Community Committee in April where it was suggested a chain fence be placed near the car park. Secretary Melissa Jebson said the committee had followed up the issue with Sheffield-based KiwiRail train driver Philip Newbigging. But Mr Newbigging told Selwyn Times while he explained to the committee why the ditch was there, he only drives the trains and the issue needed to be followed up with KiwiRail’s engineering and infrastructure team. The matter was also referred to the Malvern Community Board. Deputy chairman Kerry Pauling said it was unlikely a

chain fence would be put in place and KiwiRail were reluctant to do anything. “From a car park point of view they shouldn’t be that close to the railway line anyway,” he said. A KiwiRail spokeswoman confirmed the trench was installed to provide drainage but the land beside the railway line is leased to the district council and any decision to install a fence would need to be made by them. The district council’s property and services co-ordinator Rob Allen said it will be liaising with KiwiRail to look at the line and identify if there are any safety issues.

McHughs Forest improvements continue

A drop in morning was recently held where people could find out more about current and future projects planned at McHughs Forest Park. The park is located just outside Darfield and continues to be developed by a group of local volunteers, with support from the Council. People attending the session expressed support for the direction being taken to manage and improve the park. Everyone expressed a desire to see the retention of the natural feel of the Park and wanted a ‘light touch’ to be taken with improvements to retain the existing forest atmosphere. A new toilet has now been developed at the park. A second car parking area is nearing completion. A drinking fountain with a dog bowl is to be developed, with two picnic tables to be installed soon. Work also continues to complete the forming of the second half of the mountain bike track along the eastern side of the forest. Workers from the Department of Corrections have also been helping with this work by grooming the track. Future projects planned include some low impact track marking signage and the installation of an explanatory sign and map at the car park entranceway. This sign can be installed once the mountain bike track is finalised.
KidsFest is set to return this July school holidays with bookings now open. Over 80 events will be held in Selwyn as part of KidsFest between 8 and 22 July. “KidsFest has lots of fun events and activities for kids to do in the upcoming winter school holidays,” says Selwyn District Council’s Senior Events and Recreation Advisor Dave Tippett. “Events are expected to fill fast so we advise parents to book early to ensure families can go to their preferred events.” “Activities planned by the Council include Discomania, Moviemania, a high ropes challenge, landscape art class, Kids Market, Filmmaker Masterclasses, acrobatic Comedy and Magic Show, Rogaine Rampage, and fun water activities at the Selwyn Aquatic Centre with aqua volleyball and handball, inflatables and paddleboats. The libraries are holding a young writers’ course, K’NEX fun with Science Alive, LEGO® and Craft! collage artwork.” Last year over 1,200 children attended Selwyn District Council organised KidsFest events. Local KidsFest events are organised by Selwyn community groups, the Council and local businesses and facilities. Some KidsFest events are free, while others are low cost. Booking is required for some events. KidsFest has been running since 1992. Selwyn families can also attend events in Christchurch and Waimakariri. Drive safe this winter June marks the official start of winter and this brings an increased risk of rain, fog, ice and snow. In these conditions it is important to slow down and adjust your driving to the conditions. Winter also reduces visibility with sunrise occurring later in the mornings and sunset occurring earlier in the evening. Many people are on the road driving to or from work in darkness or dim light. Using your vehicle lights is a simple way of increasing visibility and improving safety. “The way we all drive affects everyone’s safety on the road,” says Selwyn Road Safety Coordinator Ngaire Tinning. “Wet and slippery roads and inappropriate speed for the conditions can be unforgiving of small mistakes, particularly on bends. It’s important to slow down in challenging weather and allow larger following distances on wet roads as it takes longer to stop in these conditions.”
On the roads this week Bridge replacement is continuing on Jarvis Road. Pothole repairs are planned on Hororata Road. Footpath construction work will continue on Birchs Road in Lincoln. Unsealed maintenance work is planned on Zig Zag Road. Traffic controls will operate at all sites.
Christchurch Southern Motorway extension – NZ Transport Agency The one-way system remains on Waterholes Road from Hamptons Road to 833 Waterholes Road running south towards Robinsons Road with detours in place, and changes to the road alignment to allow for construction of the bridge. Stop-Go systems will be in place over the next week along Jones Road, at the intersection with Weedons Ross Road during tree felling operations. Please be alert to changes in the traffic management, follow the onsite signage and drive to the conditions.
Some Selwyn residents are reporting drivers not using their lights in rain and fog, while others say they have seen cars passing them at speed when they don’t have a clear view of the road ahead. Statistics from Selwyn crashes between 2012 and 2016 show that in the winter months (June, July and August) there were twice as many accidents in the 6-9am time period as in the summer months (December, January and February). A total of 76 crashes occurred in this morning peak period in winter between 2012 and 2016, with a total of 38 crashes occurring in this time in the summer. Throughout the winter, the Council’s roading contractors will be monitoring local roads for ice and laying grit when needed. Even when roads are covered with grit, motorists still need drive carefully and reduce their speed. “Taking a few minutes before you set out in the morning to clear your windscreen, windows and mirrors, and then adjusting your driving for the conditions that day will improve your chances of arriving safely at your destination,” says Mrs Tinning. Free windscreen cloths and ice scrapers are now available for a limited time from Council libraries and service centres and some rural garages.

Huge Golden Oldies festival In just under a year, Canterbury will host the largest sporting event it has ever seen – but this one is more about having fun than winning. Bridget Rutherford reports THEY ENJOY social sport and a good after-match function. And next year, more than 10,000 Golden Oldies will come to Canterbury in the largest sporting event the city has ever seen. The aim? Fun, friendship and fraternity. The Christchurch Casino Golden Oldies Sports Celebration will run throughout April at different locations in the city. But this event, organised by sport event management, tour and travel company Vintage Sport and Leisure, will be different to any others in Golden Oldies’ history. Vintage Sport and Leisure chief executive Peter McDermott said it was designed especially for the city following the September 4, 2010, and February 22, 2011, earthquakes. “[Canterbury Earthquake Recovery Authority] asked if we could do something that would be a bit different and encouraging for people to learn that Christchurch, despite its problems, was well and truly regenerating.” Normally, Golden Oldies’ tournaments for each sport are held in different international cities every two years. But come April, the event will combine 10 different sports. Lawn bowls, golf, squash, football and basketball are new, while the traditional rugby, cricket, netball, hockey and softball will feature as well. “We’ve never done 10 sports in one place. This is designed specially for Christchurch,” Mr

McDermott said. “We anticipate about 10,000 participants, of which probably 75 per cent to 80 per cent will come from overseas or outside of Christchurch.” Hagley Park will be the event hub, with rugby, cricket, football and netball played there. Nunweek Park, Cowles Stadium, Mizuno Ballpark and Papanui Bowling Club will host the other codes, with golf being played across Harewood, Christchurch, Pegasus and Terrace Downs golf clubs. The squash venue will be finalised soon. Mr McDermott said although Golden Oldies was open to anyone over 35, the bulk of participants were between 45-65. Most participants were from New Zealand and Australia. But competitors from Japan, Russia, the United States, Canada, England and Ireland will make the journey as well. The oldest rugby player who had taken part was 87, while at
last year’s Golden Oldies World Rugby Festival in Cardiff there were 10 players aged over 80. It’s not just the sport they come for. “They’re a very social group,” Mr McDermott said. “They enjoy their sport and to mix and mingle and meet other people.” The event is expected to bring $33 million of direct economic benefit to Canterbury. “Based on our past history, they are big spenders on entertainment, food and beverage, and retail.” Canterbury Chamber of Commerce chief executive Peter Townsend said the city now had the infrastructure to accommodate an event of this magnitude. “It will have a very positive economic impact,” he said. “We’re going to have a massive influx of people who will be able to see first-hand what stage we are at recreating our city, and how good it’s all starting to look, and they will go away and tell their friends and family what is
on offer here. That will be a huge stimulus for the city.” City councillor Tim Scandrett said those attending were generally big spenders and it was great to be able to showcase postquake Christchurch. “It’s really important to show that we are back up and running.” For some participants, Golden Oldies isn’t their first taste of international competition. Previously, it has attracted ex-internationals such as Brumbies coach and former Wallaby Stephen Larkham, former All Black prop Greg Somerville and West Indies cricketing legend Joel Garner. But Mr McDermott said that didn’t intimidate other competitors. In fact, it was quite the opposite. “They love it.” At one event, Larkham played 10min for every team and 10min against so everyone got to play with and against him, Mr McDermott said. It was too early to
say whether there would be any familiar faces playing next year. But Mr McDermott said Garner was likely to attend, although he was not expected to take to the pitch. Although most of the games were social, there were still heated rivalries. “There are rivalries, some teams come back frequently. The Australian and Kiwis have a good, friendly rivalry, but they like to have the bragging rights.” And sometimes, there is an opportunity to win a world record. At Cardiff’s Golden Oldies World Rugby Festival, participants broke the Guinness World Record for the largest scrum. Welsh referee Nigel Owens officiated the scrum, which was made up of 1300 people. “We’re looking for ideas to do something similar in Christchurch,” Mr McDermott said. He said it would “probably” be the first and last time the Golden Oldies’ event will be held in this format, because it was difficult to find a city that could host every code. Darfield students dig deep to help KidsCan A FORGOTTEN corner at the back of Darfield High School has been transformed into a fruit and vegetable garden. Rubbish and tree stumps have been cleared as part of a new gardening project run by year 8 pupils to raise money for KidsCan. The pupils are planning to run a community market day at the school at the end of the year when the produce is fully grown to donate to the organisation. More than 150 students are taking part in the project. After writing to numerous organisations throughout the area, the
school has received a bumper crop of donations including timber, strawberry plants, raspberries and tyres to use as planters for the garden. Year 8 pupil Sophie Dance said the they chose KidsCan to fundraise for after watching a “shocking” documentary about child poverty in New Zealand. “We hope to raise money so these children will have food and clothes,” she said. Lincoln University professor of ecology Steve Wratten visited the school to talk to the pupils about companion planting,
pollinators and gave the pupils seeds to plant. The school also had a visit from Mark Davis, of contracting company Sicon who removed the tree stumps to make way for the project. Other organisations to donate to the project includes Mitre 10, King Seeds, Egmont Seeds, West Melton Plant Nursery, Southern Woods Plant Nursery, Beaurepaires, The Warehouse, parents and residents in the community. •Story sourced from the Darfield High School Dispatch newsletter

News Safe route for children A NEW footpath in Springfield is encouraging children to stay away from the roads to get to and from school. A footpath installed recently along Tramway Rd, Pocock Rd and Springfield School is one of several projects to help create a walkway/ cycleway network in the township. The Springfield Township Committee is currently working on a walkway to link up the township with the Kowai Pass Domain Camping Ground and it is expected to be finished at the end of the year. The committee and the school’s board of trustees first put in a request for the footpath to the district council’s Annual Plan in 2015. “It was a highly anticipated piece of work, and it is now great to see children using the footpath over the road for play and for getting to school,” committee member Catherine Barnett said. She said it helps keep younger members of the community safer and with an added benefit of making Springfield look smarter.

Tradesman loses tools after break-in By Georgia O’ConnorHarding ROLLESTON RESIDENTS are rallying around a local builder who has had his tools stolen. Old School Builders (Christchurch) Ltd builder Travis Jansen had about $15,000 of tools, and a trailer, stolen from a work site in Avonhead on Sunday night. The front window of the house, located on Brookby Cres, was broken into and Mr Jansen’s tools were taken from the bedroom, the trailer was taken from the garage. The self-employed builder had left his equipment in the house overnight. “I could have taken all my tools home but because it was raining. I left all of my tools in one of the bedrooms,” he said. The tools include a nail gun, rotating laser, finishing gun, impacting drill, hammer drill, drop saw, small screwdrivers, skill saw, router and sabre saw. “It has taken me two years to build up my tools . . . basically it is back to square one,” Mr Jansen said.
But after posting on Facebook’s Rolleston Community Page, Mr Jansen said he had been left humbled by the number of people who had messaged him, offering tools he could borrow. A police spokeswoman said a scene of crime officer has attended but there was no forensic evidence. No arrests have been made. Mr Jansen, who has a wife and two children, said he was unlikely to have any luck making an insurance claim, having only just changed insurance companies about a week ago. He said he will never leave his equipment on-site again and will be looking to get GPS tracking devices and portable cameras in the future.

Southbridge holds off Rakaia Nerves and a vocal Rakaia home crowd could not stop Southbridge’s captain kicking a late penalty to seal a 13-12 win in the combined country competition on Sunday. Andrew King reports AS SOUTHBRIDGE captain Shannon Donald lined up a penalty in the 73rd minute of the Luisetti Cup final, his hands were shaking, nerves were shot and he copped a verbal spray from the opposition supporters. “I knew as long as my legs didn’t give out, I’d be fine,” he said. From 38m out, he hit the ball cleanly and it sailed right through the middle of the uprights. Seven minutes later, the onepoint lead was enough to give them their third title in five years. Southbridge’s 13-12 win over Rakaia on Sunday was a great moment for the 27-year-old firstfive – one that didn’t set in until he was sipping on his post-match beer back in the Southbridge Hotel. “It is an awesome feeling. We have a great bunch of boys and

Two of those supporters are his wife Kathryn and their dog Boston. The latter had donned his Southbridge jersey to let the op-
position know who his allegiance belonged to. The game saw two tries a piece, only Rakaia managed to convert one of them giving the side a 12-10 lead, but then with seven minutes to go, Donald slotted the game winner. The celebration raged into the small hours of Monday morning in Southbridge, with manager Chris McMillan saying there will be some sore heads, but proud players. “Some had work in the morning, others had exams, so they took off a bit earlier, but it did not put a dampener on the win,” he said. The work is not over for the
Southbridge team who head into the Ellesmere competition on Saturday unbeaten. They will face Waihora – a rematch of last year’s final which they won. It is the first time the squad has held the Coleman Shield and Luisetti Cup at the same time after Sunday’s win. “(Waihora) will be tough at home. We are a bit battered and bruised but we will be up for that game,” McMillan said. For Donald, the victory was now behind him and he said it was about keeping the pressure on. “We can’t fall asleep now, there is still a lot of work to do,” he said.

His column aims to raise public awareness of biodiversity, the variety of living things around us A LARGE long-legged fly that appears inside your house are sometimes called daddy longlegs, a common name shared with cellar spiders and harvestman. The difference is that craneflies have six legs and the other two species are arachnids that have eight legs. Craneflies are in the Tipulidae family, the most diverse family of flies consisting of about 15,000 species worldwide. In New Zealand there are at least 600 cranefly species and can vary in size depending on the species, with the largest being 30mm long. Cranefly larvae, sometimes called leatherjackets, have long cylindrical bodies and often

Financial surplus for Lincoln University A FINANCIAL surplus for the first time in a decade and a comprehensive ongoing programme of organisational change are two of the reasons behind a significant turnaround at Lincoln University. Vice-Chancellor, Professor Robin Pollard, said the progress in returning Lincoln University to profitability is the result of a clear strategy, strong leadership and sustained team work at every level of the organisation. “In February 2016, a review jointly commissioned by the Tertiary Education Commission and Lincoln University was announced, to consider ways to ensure the university’s future. This was extremely useful in focusing minds,” he said. The report entitled Strategic Options Assessment was completed by EY (formerly Ernst & Young), and received by Lincoln University’s council in mid-2016. The Refreshing Lincoln initiative began in August 2016 which addressed a number of the financial, academic and organisational issues raised in the EY report. “We brought together a new executive leadership team in a short period of time and they
have driven changes including implementing a new business model,” says Prof Pollard. “This included establishing an ‘internal economy’ with each operating unit now responsible for its own budgets, reporting, and monitoring of their operations. The Refreshing Lincoln programme has also focused on reducing costs, reviewing strategic assets which may no longer be needed, and work to improve programme attractiveness and increase student numbers.” A transformation board was appointed, with extensive international expertise. It is focused on a wide range of options to best ensure that Lincoln University makes a sustainable and significant contribution to New Zealand and international land-based education research. The board will report to the Lincoln council in October. Said Prof Pollard: “There is still much work to be done but it is significant that at the end of 2016, for the first time in a decade, Lincoln University achieved a financial surplus before unusual items which the EY report predicted would not be achieved for at least another 10 years.”

Sample the shops and cuisine of Seoul By Mike Yardley WHEN I mentioned to my Korean hairdresser in Christchurch that I was heading to Seoul, his response was hardly reaffirming. “Why would you want to go there?” Sure, Seoul doesn’t enjoy the reputational hype of Tokyo, Shanghai or Bangkok, but as a quick stopover or side-trip, the city struck me as immensely engaging. Arriving into Seoul by fast train from Incheon Airport, one of the first imposing landmarks to stop me in my tracks was Namdaemun, the city’s South Gate, resplendently restored after being bombed during the Korean War. The gate forms part of Seoul’s old city walls, of which 70 per cent are remarkably intact. Over 600 years old, the 18km circuit wraps around the city core and threads together the four guardian mountains that keep watch over Seoul. The city continues rebuilding the missing chunks but if you’re up for a power-walk, in every sense, head to the Bukaksan section. The highest of the four peaks at 342m, it stands guard over Korea’s seat of power and the summit viewpoint overlooks the Blue House, Korea’s splendid presidential palace. There’s a variety of royal palaces clustered around the central city including Gyeongbokgung, Seoul’s premier palace which has performed a Phoenix-like resurrection, from the cinders of destruction. It was from here that the Joseon Dynasty ruled the roost for 600 years, before the Japanese muscled in. A highly theatrical changing of the guard is performed daily, purely as a patriotic fist-pump, around the entrance gate of Gwanghwamun. The blaze of colourfully-costumed regalia is loved by the locals as much as the selfie-stick toting tourists. Gyeongbokgung translates as the Palace of Shining Happiness, a colossal compound of astounding

Driven Highlander true to Toyota ideology By Ross Kiddie TOYOTA’S Highlander has long been regarded as the quintessential large sport utility vehicle. It’s known for its four-wheeldrive capability, powerful petrol engine, seven-seat configuration and high levels of refinement. All of those attributes have been expanded on with an allnew model landing here early this year. The new Highlander has lost none of its credibility, it has had an engine upgrade – power is up 17kW and 13Nm yet it also gets a 1.1l/100km fuel usage saving – it is now listed from a 9.1 to 9.5l/100km (31mpg) combined cycled average. Elsewhere, the Highlander reeks of sophistication, it is comfortable and has a wealth of specification, especially in Limited form as tested. Column space doesn’t allow for comprehensive detailing, but I can report it wants for nothing yet it could well be described as a value for money model. The new Highlander is also available in two-wheel-drive variations, there are three grades with the range starting at $63,490 for a 4WD GX variant, a GXL lists at $66,490 and $70,490 (4WD), while the Limited 4WD sits at

$81,490. That’s top price for a car in this category, but if you want the epitome of sophistication it is the SUV that sets standards in the big sector. As mentioned, there’s a new engine in Highlander. It still gets a variation of the old V6 that has served Toyota and Lexus well, but the new engine has an edge over it with higher levels of refinement and those performance increases. It is now rated at 218kW with 350Nm of torque coming in at 4700rpm. Such is its smoothness it’s hard to fathom with a displacement of 3456cc all that reciprocating mass could be so unflustered. It is also a flighty engine when
required, it sings freely through the rev band and likes to show off its strength. Drive is carried through an eight-speed automatic transmission, once again it is a beauty with undetectable shifts and a ratio structure that promotes quick acceleration and relaxed engine operation at highway speed. The more ratios that are packed into a gearbox always provide a smoother driving experience, and the Highlander’s driveline is a beauty, it also ushers in quick acceleration, with a likely standstill to 100km/h time of 8.7sec. Cruising at that speed it will sip fuel instantaneously at the rate of just 7l/100km (40mpg), the

engine is very lethargic turning over slowly at just 1400rpm. I spent a lot of time in city traffic in the test car, so my overall average didn’t match Toyota’s, but when I took the test car back to the dealership it was still showing 9.6l/100km (29mpg) which I didn’t think was excessive. I took the test car on my usual loop west taking in a back road from Sheffield to Coalgate. It’s a badly rutted route, and from the outset the Highlander impressed with its suspension control over the corrugations and ability to put power to ground. The tyres on the test car were a Toyo compound (245/55 x 19in) and they extracted grip well along with providing a quiet ride on sealed surfaces. The same could be said of the entire vehicle, it sits on the outer
periphery of the luxury car market so its levels of noise, vibration and harshness are extremely low. That makes for a relaxing highway cruise. The suspension is a complex fully independent system, the Highlander isn’t quite as rugged underneath as its Fortuner stablemate, but both are destined for different markets, the Highlander is a cross-country charger, and is certainly not a full off-road vehicle. That aside, most won’t venture far from the seal, and that’s why front-wheel-drive only models are available, but for those who do want to take the family camping to those high country lakes the four-wheel-drive variant is capable. Toyota have been served well by Highlander, it has been a popular model here. That doesn’t surprise me, it imparts an involving driving sensation, one of solidity and safety, the latter of course, five-star Australasian New Car Assessment Program rated. The Highlander is sourced from Toyota’s United States manufacturing operation and reeks of quality. It is the family-friendly wagon which does everything without fuss and always pleases with its all round performance and reliability.

This winter sees me relocating to a new abode; a barn conversion. I have had a seismic shift of sorts, going from a large established garden to nothing. I am back to the start-from-scratch scenario, and it’s both fun and challenging. Therefore, my crops this winter have to be portable, productive, tasty and easy to grow. As there is little room for much outside just yet, all my edibles are growing on the windowsills around the new dwelling. It’s almost like living in an apartment. 1. ROCKET Where, oh where, would I be without rocket? I grow both the perennial and annual types and through winter the serrated peppery leaves of the come-again variety are one of my go-to crops. Either sow seeds now or treat yourself to some seedlings. The trick to keep the leaves coming is to pick and harvest on a regular basis. Not a lot of root room is required either, so a plant will readily grow in a takeaway coffee cup, if the container starts to get a bit ratty, slip a new one underneath the original one. Too easy. 2. BASIL Yes, crazy I know, but it will keep growing as a cutting in a glass of water over winter if your kitchen doesn’t drop below 10°C very often. And, so far, mine is chugging away with plenty of vigour, mostly due to the log burner, which is constantly burning to keep the temperatures from plummeting. 3. PARSLEY What a campaigner this crop is. The curly type is happy as, quietly hanging out on
the windowsill. I use a lot of it, so it never gets too leggy. Pinch the stalks right back to the base of the plant to keep the new flush of flavour-filled leaves coming through quicker and faster. 4. LETTUCE The frilly lettuces are thriving. Whilst they can get a bit leggy if I give them too much water, or leave them too long between harvest, they quickly re-grow new leaves once I pluck them or give them a haircut with the nail scissors. I rotate the pots every few days so as the plants retain an even shape. 5. MICROGREENS These pint-sized seedlings are just the ticket in winter. They are bigger than sprouted seeds, but smaller than salad leaves. Last year I grew them for the first time and this year they are making an appearance once again. I sow them into those shallow takeaway containers with a few holes poked into the bottom. 6. ARTHRITIS HERB – GOTU KOLA (CENTELLA ASIATICA) This wee gem is sensitive to frost, so it needs to be tucked up inside. It will cope with a spot away from direct light, especially if the windowsill is getting a bit full with other crops. I grow mine in the bathroom. I grow this purely for medicinal reasons; it helps ease general aches and pains and has definitely helped reduce my blood pressure. Some people swear it eases arthritic pain. Two leaves a day does the trick, easily chopped finely into a salad or thrown in with the greens for a smoothie.

What can I do to look after my garden in winter so it doesn’t get damaged by the cold and the frosty nights?
As we head further into winter, it is a good idea to make sure that your garden and plants are protected from the chilly temperatures and the frosts and possible snow. Firstly, if you haven’t added some Organic Compost in the last year, add a layer of that now. This will add essential organic matter, creating a great growing environment for your plants, and keep your garden in good health. Next, choose a bark mulch to add to the top. Bark helps to keep the moisture in, keep weeds down, and maintain a more even soil temperature. With the drop in air temperature, you want to keep the soil temperature as even as you can. Plants don’t like the big changes between cold and hot, it can put them in distress. Choosing a bark is mostly a personal preference, depending on what look you are going for, and how much you want to spend. Super Scree is a popular choice for an all-round general bark mulch. how much bark do I need? Working out how much bark you need is fairly simple. Measure the area that you are looking to cover (keeping the units all the same) and then multiply the length, by the width, by the depth. This will give you the number of cubic metres required to cover the area. We would recommend a 10cm layer to get all of the benefits. E.g. 10m (length) x 5m (width) x .1m (depth) = 5x10x.1 = 5 cubic metres of bark.

Within Selwyn, Harcourts have been significant players in funding the setting up of the new St John centre in Rolleston, with considerable fundraising carried out by the Harcourts’ team who held events including a public quiz night with a charity auction. Building sites and sections What comes first, selecting a house design or the building site? RatheR than a chicken and egg situation, the building site should generally be chosen first. It does help to have a conceptual idea of the home desired including its potential size and important features like plenty of outdoor living space. address the details once a section is secured or the location of the home determined. Sections vary considerably in size. Smaller sections start around the 350 square metre mark with many in housing estates ranging between 600 and 800 square metres. Larger sections around the 1,000 to 2,000 square metres, or larger can also be found in some sub-divisions while lifestyle properties and farms usually offer plenty of room to build. Sub-divisions often stipulate minimum and maximum floor sizes for the varying section sizes. There will also be requirements on recession planes, building distance from each boundary and type of fences allowable, influenced by local council regulations. Other factors will be how the land is zoned and covenants such as not having a caravan on show at the front of the property. It can be tempting to leap in and choose a floor design before the land space is chosen however, it is better to hold off as the size and orientation of a section will impact on the suitability of the house design especially if the section is smaller, narrow or oddly shaped. The section’s orientation towards the sun and direction of the prevailing winds are

also considerations. For example, it may be nice if the morning sun comes into the living area but only having a north east outdoor living space may not be so appealing, especially if entertaining in the afternoon when a cooler easterly breeze is up. It might also be nice to have an extra seating area that is away from the northwest wind which can be quite strong at times. Ideally, family living is most desirable in a north to northwest orientation though designs can be created that make the most of any section. It might involve stepping the plan in and out or having two wings with a recessed area that offers

shelter. Fences and plantings might also be incorporated to form shelter belts for secluded and pleasant outdoor garden settings and a private space fenced off for a swimming or spa pool. The house might also be set back from the street to allow more off-street parking, something that might also influence the size of the section chosen. Before deciding on a section, narrow the options down to several that you like then ask a designer or builder to look at them to give their opinion on how a house could be built for best effect, taking account of the elements and the lifestyle you want to have in your home.
